In the Linux Kernel before versions 4.20.8 and 4.19.21 a use-after-free error in the "sctp_sendmsg()" function (net/sctp/socket.c) when handling SCTP_SENDALL flag can be exploited to corrupt memory.
The bug was discovered 02/21/2019. The weakness was disclosed 04/01/2019 by Felix Wilhelm (Website). The advisory is shared at usn.ubuntu.com. This vulnerability is known as CVE-2019-8956 since 02/20/2019. The exploitation appears to be easy. An attack has to be approached locally. The exploitation doesn't need any form of authentication. Technical details are known, but no exploit is available.
The vulnerability was handled as a non-public zero-day exploit for at least 39 days. During that time the estimated underground price was around $0-$5k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 197413 (Ubuntu Security Notification for Linux, Linux-aws, Linux-azure, Linux-gcp, Linux-kvm, Linux-raspi2 (USN-3930-1)).
Upgrading to version 4.19.21 or 4.20.8 eliminates this vulnerability.
