The bug was discovered 04/09/2019. The weakness was disclosed 04/09/2019 with Qihoo 360 Vulcan Team as confirmed security update guide (Website). The advisory is available at portal.msrc.microsoft.com. The public release has been coordinated in cooperation with the vendor. This vulnerability was named CVE-2019-0856 since 11/26/2018. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. The technical details are unknown and an exploit is not available. The structure of the vulnerability defines a possible price range of USD $5k-$25k at the moment (estimation calculated on 05/28/2020). The advisory points out:

A remote code execution vulnerability exists when Windows improperly handles objects in memory. An attacker who successfully exploited the vulnerability could take control of an affected system.
