When running on Windows with enableCmdLineArguments enabled, the CGI Servlet in Apache Tomcat 9.0.0.M1 to 9.0.17, 8.5.0 to 8.5.39 and 7.0.0 to 7.0.93 is vulnerable to Remote Code Execution due to a bug in the way the JRE passes command line arguments to Windows. The CGI Servlet is disabled by default. The CGI option enableCmdLineArguments is disable by default in Tomcat 9.0.x (and will be disabled by default in all versions in response to this vulnerability). The bug was discovered 04/10/2019. The weakness was disclosed 04/15/2019 (Website). It is possible to read the advisory at lists.apache.org. This vulnerability is uniquely identified as CVE-2019-0232 since 11/14/2018. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details are unknown but a public exploit is available.
After 3 weeks, there has been an exploit disclosed. The exploit is shared for download at seclists.org. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 5 days. During that time the estimated underground price was around $5k-$25k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 351573 (Amazon Linux Security Advisory for tomcat8: ALAS-2019-1208).
There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.
