Details
A vulnerability, which was classified as problematic, was found in Siemens SIMATIC S7-1500 CPU 2.0/2.1/2.2/2.3/2.4 (SCADA Software). This affects an unknown part. The manipulation as part of a Network Packet leads to a input validation vulnerability. CWE is classifying the issue as CWE-20. The product receives input or data, but it does
not validate or incorrectly validates that the input has the
properties that are required to process the data safely and
correctly. This is going to have an impact on availability. The summary by CVE is:
A vulnerability has been identified in SIMATIC S7-1500 CPU (All versions >= V2.0 and < V2.5), SIMATIC S7-1500 CPU (All versions <= V1.8.5). Specially crafted network packets sent to port 80/tcp or 443/tcp could allow an unauthenticated remote attacker to cause a Denial-of-Service condition of the device. The security vulnerability could be exploited by an attacker with network access to the affected systems on port 80/tcp or 443/tcp. Successful exploitation requires no system privileges and no user interaction. An attacker could use the vulnerability to compromise availability of the device. At the time of advisory publication no public exploitation of this security vulnerability was known.
The bug was discovered 02/05/2019. The weakness was disclosed 04/17/2019. This vulnerability is uniquely identified as CVE-2018-16559 since 09/06/2018. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available.
The vulnerability was handled as a non-public zero-day exploit for at least 71 days. During that time the estimated underground price was around $5k-$25k.
Upgrading to version 2.5 eliminates this vulnerability. It is possible to mitigate the weakness by firewalling tcp/80 & tcp/443. The best possible mitigation is suggested to be upgrading to the latest version.
