PostgreSQL 7.3.x through 8.0.x gives public EXECUTE access to certain character conversion functions, which allows unprivileged users to call those functions with malicious values, with unknown impact, aka the "Character conversion vulnerability."
The bug was discovered 05/03/2005. The weakness was disclosed 05/02/2005 by David and Tom Lane with PostgreSQL Team (Website). The advisory is shared at postgresql.org. This vulnerability is uniquely identified as CVE-2005-1409 since 05/03/2005. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1499 for this issue.
