Siemens SCALANCE S602 3.0 Web Server Crafted Packet resource consumption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Siemens SCALANCE S602, SCALANCE S612, SCALANCE S623 and SCALANCE S627-2M 3.0. It has been classified as problematic. This affects an unknown code block of the component Web Server. The manipulation as part of a Crafted Packet leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. This is going to have an impact on availability. The summary by CVE is:

A vulnerability has been identified in SCALANCE S602 (All versions >= V3.0), SCALANCE S612 (All versions >= V3.0), SCALANCE S623 (All versions >= V3.0), SCALANCE S627-2M (All versions >= V3.0). Specially crafted packets sent to port 443/tcp of affected devices could cause a Denial-of-Service condition of the web server.

The weakness was presented 02/11/2020. This vulnerability is uniquely identified as CVE-2019-13925 since 07/18/2019. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1499 for this issue.
