Internet Explorer 5.01 through 6.0 does not properly perform security checks on certain encoded characters within a URL, which allows a remote attacker to steal potentially sensitive information from a user by redirecting the user to another site that has that information, aka "Encoded Characters Information Disclosure."

The weakness was released 09/03/2002 by Liu Die Yu (Dieyu) as MS02-066 as confirmed bulletin (Technet). The advisory is shared for download at microsoft.com. This vulnerability is handled as CVE-2002-1186. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation.
