The issue has been introduced in 06/25/1998. The weakness was released 06/01/2004 as confirmed advisory (CERT.org). The advisory is shared for download at kb.cert.org. This vulnerability is traded as CVE-2004-0117 since 02/02/2004. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are neither technical details nor an exploit publicly available.
