This vulnerability affects an unknown functionality in the library mshtml.dll of the component HTML Document Handler. Heap-based buffer overflow in Microsoft Internet Explorer 5.01 SP4 and 6 SP1 and earlier allows remote attackers to execute arbitrary code via crafted UTF-8 encoded HTML that results in size discrepancies during conversion to Unicode, aka "HTML Decoding Memory Corruption Vulnerability."

The weakness was published 06/13/2006 by Andreas Sandblad with TippingPoint and the Zero Day Initiative as MS06-021 as confirmed bulletin (Technet). The advisory is available at microsoft.com. This vulnerability was named CVE-2006-2382 since 05/15/2006. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Successful exploitation requires user interaction by the victim. Technical details are known, but there is no available exploit.

It is declared as proof-of-concept. As 0-day the estimated underground price was around $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 21685 (MS06-021: Cumulative Security Update for Internet Explorer (916281)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 100035 (Cumulative Security Update for Internet Explorer Missing (MS06-021)).
