PostgreSQL 8.0.0 and earlier allows local users to bypass the EXECUTE permission check for functions by using the CREATE AGGREGATE command.
The bug was discovered 02/01/2005. The weakness was shared 05/02/2005 (Website). It is possible to read the advisory at xforce.iss.net.
