The Remote Installation Service (RIS) in Microsoft Windows 2000 SP4 uses a TFTP server that allows anonymous access, which allows remote attackers to upload and overwrite arbitrary files to gain privileges on systems that use RIS.
The issue has been introduced in 02/17/2000. The weakness was shared 12/12/2006 by Nicolas Ruff as MS06-077 as confirmed bulletin (Technet). It is possible to read the advisory at microsoft.com. This vulnerability is uniquely identified as CVE-2006-5584 since 10/27/2006. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available.
It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 2490 days. During that time the estimated underground price was around $25k-$100k. Upgrading eliminates this vulnerability. Applying the patch MS06-077 is able to eliminate this problem. The bugfix is ready for download at microsoft.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability. Attack attempts may be identified with Snort ID 9638. In this case the pattern |00 02| is used for detection. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 4904.
