The (1) session_save_path, (2) ini_set, and (3) error_log functions in PHP 4.4.7 and earlier, and PHP 5 5.2.3 and earlier, when invoked from a .htaccess file, allow remote attackers to bypass safe_mode and open_basedir restrictions and possibly execute arbitrary commands, as demonstrated using (a) php_value, (b) php_flag, and (c) directives in .htaccess.

The weakness was disclosed 01/03/2008 by Gerhard Wagner (Website). The advisory is shared at php.net. This vulnerability is uniquely identified as CVE-2007-3378 since 06/25/2007. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.

It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 29833 (PHP < 4.4.8 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12261 (PHP Update 4.4.8 Not Installed).

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at php.net. The best possible mitigation is suggested to be upgrading to the latest version.
