Red Hat OpenShift Virtualization 4 missing authentication

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability has been found in Red Hat OpenShift Virtualization 4 and classified as critical. Affected by this vulnerability is an unknown function. The manipulation with an unknown input leads to a missing authentication vulnerability. The CWE definition for the vulnerability is CWE-306. The product does not perform any authentication for functionality that requires a provable user identity or consumes a significant amount of resources. As an impact it is known to affect confidentiality, integrity, and availability. The summary by CVE is:

A flaw was found in KubeVirt's migration proxy. When spec.configuration.migrations.disableTLS is set to true on the KubeVirt custom resource, the target virt-handler binds a plain TCP listener on all interfaces (0.0.0.0/::) on a random port with no authentication, peer allow-list, or handshake token. This listener proxies directly into the target virt-launcher's virtqemud control socket. An attacker with a running pod on the cluster network can connect to this listener and issue unfiltered libvirt RPC commands against another tenant's virtual machine, including reading VM memory and configuration, modifying VM state via QMP, or destroying the VM. The bind address is unconditionally 0.0.0.0 — configuring a dedicated migration network via migrations.network only changes the advertised migration IP, not the listener bind address, so the port remains reachable on the pod network even when a dedicated migration network is configured. The API documentation describes disableTLS as removing "the additional layer of live migration encryption" without disclosing that it also removes all mutual authentication.

It is possible to read the advisory at access.redhat.com. This vulnerability is known as CVE-2026-13325 since 06/25/2026. The exploitation appears to be difficult. The attack can be launched remotely. The exploitation doesn't need any form of authentication. The technical details are unknown and an exploit is not publicly available. The pricing for an exploit might be around USD $5k-$25k at the moment (estimation calculated on 06/26/2026).

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the vulnerability database at EUVD (EUVD-2026-39645). Be aware that VulDB is the high quality source for vulnerability data.
