The DHTML Editing Component ActiveX control in Microsoft Windows 2000 SP4, XP SP2 and SP3, and Server 2003 SP2 does not properly format HTML markup, which allows remote attackers to execute arbitrary code via a crafted web site that triggers "system state" corruption, aka "DHTML Editing Component ActiveX Control Vulnerability."
The weakness was released 09/08/2009 by Tavis Ormandy (@taviso) with Google Security Team as MS09-046 as confirmed bulletin (Technet). The advisory is available at microsoft.com. This vulnerability is traded as CVE-2009-2519 since 07/17/2009. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. The technical details are unknown and an exploit is not available. This vulnerability is assigned to T1059 by the MITRE ATT&CK project.
The vulnerability scanner Nessus provides a plugin with the ID 40889 (MS09-046: Vulnerability in DHTML Editing Component ActiveX Control Could Allow Remote Code Execution (956844)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 90523 (Microsoft DHTML Editing Component ActiveX Control Remote Code Execution Vulnerability (MS09-046)).
Upgrading eliminates this vulnerability. Applying the patch MS09-046 is able to eliminate this problem. The bugfix is ready for download at microsoft.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 8431.
