Microsoft Windows 2000 SP4, XP SP2 and SP3, Server 2003 SP2, Vista Gold, SP1, and SP2, and Server 2008 Gold and SP2 allow remote attackers to cause a denial of service (TCP outage) via a series of TCP sessions that have pending data and a (1) small or (2) zero receive window size, and remain in the FIN-WAIT-1 or FIN-WAIT-2 state indefinitely, aka "TCP/IP Orphaned Connections Vulnerability."
The issue has been introduced in 02/17/2000. The weakness was shared 09/08/2009 by Felix Lindner with Recurity Labs as MS09-048 as confirmed bulletin (Technet). The advisory is shared at microsoft.com. This vulnerability is uniquely identified as CVE-2009-1926 since 06/04/2009. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available.
The vulnerability was handled as a non-public zero-day exploit for at least 3491 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 40891 (MS09-048: Vulnerabilities in Windows TCP/IP Could Allow Remote Code Execution (967723)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 90525 (Microsoft Windows TCP/IP Remote Code Execution Vulnerabilities (Windows 2003, 2008, Vista) (MS09-048)).
Upgrading eliminates this vulnerability. Applying the patch MS09-048 is able to eliminate this problem. The bugfix is ready for download at microsoft.com. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 8249.
