Linux Kernel up to 7.2.7/7.3-rc3 Network Routing dev_fill_forward_path infinite loop

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Upgrading the affected component is recommended.

Detailsinfo

A vulnerability classified as problematic was found in Linux Kernel up to 7.2.7/7.3-rc3. Affected by this vulnerability is the function dev_fill_forward_path of the component Network Routing. The manipulation with an unknown input leads to a infinite loop vulnerability. The CWE definition for the vulnerability is CWE-835. The product contains an iteration or loop with an exit condition that cannot be reached, i.e., an infinite loop. As an impact it is known to affect availability. The summary by CVE is:

In the Linux kernel, the following vulnerability has been resolved: net: remove WARN_ON_ONCE() from the dev_fill_forward_path() loop check ipip_fill_forward_path() and ip6_tnl_fill_forward_path() look up the route to the tunnel's remote endpoint and set ctx->dev to its device, which is the tunnel itself when that route resolves back to the tunnel. dev_fill_forward_path() then makes no progress and trips WARN_ON_ONCE(last_dev == ctx->dev) as soon as a flowtable tries to offload a flow through the tunnel. That routing loop is a configuration any CAP_NET_ADMIN user can set up, and ip_tunnel_xmit() and ip6_tnl_xmit() already treat it as a tx error, so remove the warning and just fail the walk, as commit 008e7a7c293b ("net: remove WARN_ON_ONCE when accessing forward path array") did for the path stack overflow.

It is possible to read the advisory at git.kernel.org. This vulnerability is known as CVE-2026-98278 since 09/25/2026. The exploitation appears to be easy. The attack can be launched remotely. The exploitation requires an enhanced level of successful authentication. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1499 according to MITRE ATT&CK.

Upgrading to version 7.2.8 or 7.3-rc4 eliminates this vulnerability. Applying the patch d8eb177632dacda28bc6130c2105afbf5b791eb0/150dba2c69e93302af24a0c868eebe4871e2e107 is able to eliminate this problem. The best possible mitigation is suggested to be upgrading to the latest version.
