ZoneMinder up to 1.36.39/1.38.1/1.39.1 Monitor Creation zmdc.pl qx Device os command injection

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in ZoneMinder up to 1.36.39/1.38.1/1.39.1. It has been declared as very critical. This vulnerability affects the function qx of the file zmdc.pl of the component Monitor Creation. The manipulation of the argument Device with an unknown input leads to a os command injection vulnerability. The CWE definition for the vulnerability is CWE-78. The product constructs all or part of an OS command using externally-influenced input from an upstream component, but it does not neutralize or incorrectly neutralizes special elements that could modify the intended OS command when it is sent to a downstream component. As an impact it is known to affect confidentiality, integrity, and availability. CVE summarizes:

ZoneMinder is a free, open source closed-circuit television software application. Prior to 1.39.2, 1.38.2, and 1.36.40, ZoneMinder interpolates an unvalidated monitor Device field into shell commands in PHP and Perl control paths when an authenticated user with monitor-create or monitor-edit permission saves a Local monitor whose Device Path contains shell metacharacters and the monitor control or startup path runs. In this attack mechanism, the stored Device value reaches Perl qx() and backtick execution before zmdc.pl argument detainting, while separate PHP command paths use bypassable escapeshellcmd defenses. The attacker can execute arbitrary commands as the web server user. This vulnerability is fixed in 1.39.2, 1.38.2, and 1.36.40.

The advisory is shared for download at github.com. This vulnerability was named CVE-2026-30971 since 03/07/2026. The exploitation appears to be easy. The attack can be initiated remotely. There are known technical details, but no exploit is available. The current price for an exploit might be approx. USD $0-$5k (estimation calculated on 10/16/2026). The MITRE ATT&CK project declares the attack technique as T1202.

Upgrading to version 1.36.40, 1.38.2 or 1.39.2 eliminates this vulnerability.
