Cisco IOS up to 12.4xw input validation

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

As an impact it is known to affect availability. CVE summarizes:

Cisco IOS 12.2 and 12.4, when NAT Skinny Call Control Protocol (SCCP) Fragmentation Support is enabled, allows remote attackers to cause a denial of service (device reload) via segmented SCCP messages, aka Cisco Bug ID CSCsi17020, a different vulnerability than CVE-2008-3810.

The bug was discovered 09/24/2008. The weakness was disclosed 09/26/2008 (Website). The advisory is shared for download at cisco.com. This vulnerability was named CVE-2008-3811 since 08/27/2008. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available.

It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 49024 (Cisco IOS NAT Skinny Call Control Protocol Vulnerability), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43148 (Cisco IOS NAT Skinny Call Control Protocol (cisco-sa-20080924-sccp)).

Applying a patch is able to eliminate this problem. A possible mitigation has been published even before and not after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 5129.

The vulnerability is also documented in the databases at X-Force (45535), Tenable (49024), SecurityFocus (BID 31359†), OSVDB (48736†) and Secunia (SA31990†). The entries VDB-44214, VDB-44213, VDB-44211 and VDB-44210 are pretty similar. Once again VulDB remains the best source for vulnerability data.
