The CaseInsensitiveHashProvider.getHashCode function in the HashTable implementation in the ASP.NET subsystem in Microsoft .NET Framework 1.1 SP1, 2.0 SP2, 3.5 SP1, 3.5.1, and 4.0 computes hash values for form parameters without restricting the ability to trigger hash collisions predictably, which allows remote attackers to cause a denial of service (CPU consumption) by sending many crafted parameters, aka "Collisions in HashTable May Cause DoS Vulnerability."
The weakness was released 12/28/2011 as MS11-100 as not defined posting (Bugtraq). The advisory is available at archives.neohapsis.com. The public release was coordinated with the vendor. This vulnerability is traded as CVE-2011-3414 since 09/09/2011. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are unknown but a private exploit is available.
The vulnerability scanner Nessus provides a plugin with the ID 57414 (MS11-100: Vulnerabilities in .NET Framework Could Allow Elevation of Privilege (2638420)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 90764 (Microsoft ASP.NET Denial of Service Vulnerability (KB2659883 and MS11-100)).
