Apache Struts up to 2.2.3 ExceptionDelegator Component input validation

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability classified as critical has been found in Apache Struts (Programming Tool Software). This affects an unknown code block of the component ExceptionDelegator. The manipulation of the argument Component with an unknown input leads to a input validation vulnerability. CWE is classifying the issue as CWE-20. The product receives input or data, but it does not validate or incorrectly validates that the input has the properties that are required to process the data safely and correctly. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

The ExceptionDelegator component in Apache Struts before 2.2.3.1 interprets parameter values as OGNL expressions during certain exception handling for mismatched data types of properties, which allows remote attackers to execute arbitrary Java code via a crafted parameter.

The bug was discovered 11/18/2011. The weakness was disclosed 01/06/2012 by Phil (Website). It is possible to read the advisory at vmware.com. The public release has been coordinated in cooperation with Apache. This vulnerability is uniquely identified as CVE-2012-0391 since 01/08/2012. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. Technical details and a public exploit are known.

A public exploit has been developed by SEC Consult and been published immediately after the advisory. The exploit is shared for download at exploit-db.com. It is declared as attacked. The vulnerability was handled as a non-public zero-day exploit for at least 46 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 69240 (Apache Struts 2 ExceptionDelegator Arbitrary Remote Command Execution), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12542 (Apache Struts2 Multiple Vulnerabilities (S2-008)). The CISA Known Exploited Vulnerabilities Catalog lists this issue since 01/21/2022 with a due date of 07/21/2022:

Apply updates per vendor instructions.

Upgrading to version 2.2.3.1 eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 12087.

The vulnerability is also documented in the databases at X-Force (72229), Exploit-DB (18329), Tenable (69240), SecurityFocus (BID 78276†) and OSVDB (78277†). The entries VDB-4513, VDB-4528, VDB-4512 and VDB-12291 are pretty similar. Be aware that VulDB is the high quality source for vulnerability data.
