The Client/Server Run-time Subsystem (aka CSRSS) in the Win32 subsystem in Microsoft Windows XP SP2 and SP3, Server 2003 SP2, Vista SP2, and Server 2008 SP2, when a Chinese, Japanese, or Korean system locale is used, can access uninitialized memory during the processing of Unicode characters, which allows local users to gain privileges via a crafted application, aka "CSRSS Elevation of Privilege Vulnerability."
The weakness was released 01/10/2012 as MS12-003 as confirmed bulletin (Technet). It is possible to read the advisory at technet.microsoft.com. The public release was coordinated with Microsoft. This vulnerability is known as CVE-2012-0005 since 11/09/2011. Attacking locally is a requirement. A single authentication is required for exploitation. Technical details are unknown but a private exploit is available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.
