The Telnet service in Microsoft Windows 2000 SP4, XP SP2 and SP3, Server 2003 SP2, Vista Gold, SP1, and SP2, and Server 2008 Gold and SP2 allows remote Telnet servers to execute arbitrary code on a client machine by replaying the NTLM credentials of a client user, aka "Telnet Credential Reflection Vulnerability," a related issue to CVE-2000-0834.
The weakness was presented 08/12/2009 by Beau Butler with @stake (Website). The advisory is shared at us-cert.gov. This vulnerability is known as CVE-2009-1930 since 06/04/2009. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1552 for this issue.
It is declared as proof-of-concept. The vulnerability scanner Nessus provides a plugin with the ID 40561 (MS09-042: Vulnerability in Telnet Could Allow Remote Code Execution (960859)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 42020 (Microsoft Telnet Remote Code Execution Vulnerability (MS09-042)).
Upgrading eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 19913.
