The manipulation with an unknown input leads to a path traversal vulnerability. Using CWE to declare the problem leads to CWE-22. The product uses external input to construct a pathname that is intended to identify a file or directory that is located underneath a restricted parent directory, but the product does not properly neutralize special elements within the pathname that can cause the pathname to resolve to a location that is outside of the restricted directory. Impacted is integrity, and availability. CVE summarizes:

Directory traversal vulnerability in KGet in KDE SC 4.0.0 through 4.4.3 allows remote attackers to create arbitrary files via directory traversal sequences in the name attribute of a file element in a metalink file.

The weakness was presented 05/13/2010 by Stefan Cornelius with Secunia Research (Website). The advisory is shared for download at xforce.iss.net. This vulnerability is handled as CVE-2010-1000. The attack may be launched remotely. No form of authentication is required for exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1006.

The vulnerability scanner Nessus provides a plugin with the ID 68260 (Oracle Linux 6 : kdenetwork (ELSA-2011-0465)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Oracle Linux Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 118287 (Fedora Update for KDE SC (FEDORA-2010-8577)).

A possible mitigation has been published immediately after the disclosure of the vulnerability.
