The weakness was presented 06/08/2010 by TippingPoint with TippingPoint's Zero Day Initiative (Website). The advisory is shared at us-cert.gov. This vulnerability is uniquely identified as CVE-2010-0821. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 09/15/2021). MITRE ATT&CK project uses the attack technique T1059 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 46845 (MS10-038: Vulnerabilities in Microsoft Office Excel Could Allow Remote Code Execution (2027452)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 110124 (Microsoft Office Excel Remote Code Execution Vulnerabilities (MS10-038)).
