A vulnerability was found in Apache Struts up to 2.2.3.0 (Programming Tool Software). It has been rated as critical. This issue affects an unknown functionality. Apache Struts 2 before 2.3.14.2 allows remote attackers to execute arbitrary OGNL code via a crafted request that is not properly handled when using the includeParams attribute in the (1) URL or (2) A tag. NOTE: this issue is due to an incomplete fix for CVE-2013-1966.
The weakness was disclosed 07/10/2013 by NSFocus Security Team with Coverity Security Research Laboratory (Website). The advisory is shared at cwiki.apache.org. The identification of this vulnerability is CVE-2013-2115 since 02/19/2013. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1059 for this issue.
A public exploit has been developed in Ruby. The exploit is available at securityfocus.com. It is declared as highly functional. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 66935 (Apache Struts 2 Crafted Parameter Arbitrary OGNL Expression Remote Command Execution), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12695 (Apache Struts Multiple Remote Code Execution Vulnerabilities (S2-014,S2-015)).
Upgrading to version 2.2.3.1 eliminates this vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 13022.
The vulnerability is also documented in the databases at X-Force (84543), Tenable (66935), SecurityFocus (BID 60167†) and Vulnerability Center (SBV-40326†).
