Apache Struts 2.3.14 code injection

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Apache Struts 2.3.14 (Programming Tool Software). It has been rated as critical. This issue affects an unknown code. The manipulation with an unknown input leads to a code injection vulnerability. Using CWE to declare the problem leads to CWE-94. The product constructs all or part of a code segment using externally-influenced input from an upstream component, but it does not neutralize or incorrectly neutralizes special elements that could modify the syntax or behavior of the intended code segment. Impacted is confidentiality, and integrity. The summary by CVE is:

Apache Struts Showcase App 2.0.0 through 2.3.13, as used in Struts 2 before 2.3.14.1, allows remote attackers to execute arbitrary OGNL code via a crafted parameter name that is not properly handled when invoking a redirect.

The weakness was presented 05/23/2013 by Alibaba as S2-012 as not defined bulletin (Website). The advisory is shared at cwiki.apache.org. The identification of this vulnerability is CVE-2013-1965 since 02/19/2013. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1059 for this issue.

After immediately, there has been an exploit disclosed. The exploit is available at cwiki.apache.org. It is declared as highly functional. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 66935 (Apache Struts 2 Crafted Parameter Arbitrary OGNL Expression Remote Command Execution), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses. The commercial vulnerability scanner Qualys is able to test this issue with plugin 11778 (Apache Struts Showcase Remote Code Execution Vulnerability (S2-012)).

Upgrading to version 2.3.14.1 eliminates this vulnerability. The upgrade is hosted for download at struts.apache.org. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 13022.

The vulnerability is also documented in the databases at X-Force (85573), Tenable (66935), SecurityFocus (BID 60082†), OSVDB (93646†) and Vulnerability Center (SBV-42115†).
