Cross-site scripting (XSS) vulnerability in the ZeroRatedMobileAccess extension for MediaWiki 1.19.x before 1.19.9, 1.20.x before 1.20.8, and 1.21.x before 1.21.3 allows remote attackers to inject arbitrary web script or HTML via the "to" parameter to index.php.
The weakness was shared 11/25/2013 as Bug 55991 as not defined bug report (Bugzilla). It is possible to read the advisory at bugzilla.wikimedia.org. The identification of this vulnerability is CVE-2013-4573 since 06/12/2013. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1059.007 according to MITRE ATT&CK.
