Multiple cross-site scripting (XSS) vulnerabilities in actionview/lib/action_view/helpers/number_helper.rb in Ruby on Rails before 3.2.17, 4.0.x before 4.0.3, and 4.1.x before 4.1.0.beta2 allow remote attackers to inject arbitrary web script or HTML via the (1) format, (2) negative_format, or (3) units parameter to the (a) number_to_currency, (b) number_to_percentage, or (c) number_to_human helper.
The weakness was released 02/20/2014 by Toby Hsieh (Website). The advisory is shared at groups.google.com. This vulnerability is known as CVE-2014-0081 since 12/03/2013. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.
The vulnerability scanner Nessus provides a plugin with the ID 73064 (CentOS 6 : ruby193-rubygem-actionpack (CESA-2014:0306)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CentOS Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12853 (Ruby on Rails Multiple Vulnerabilities).
Upgrading to version 4.0.2 eliminates this vulnerability.
