Details
A vulnerability, which was classified as critical, has been found in TYPO3 up to 7.0.1 (Content Management System). Affected by this issue is some unknown processing of the component Cache Handler. The manipulation of the argument config.prefixLocalAnchors with an unknown input leads to a link following vulnerability. Using CWE to declare the problem leads to CWE-59. The product attempts to access a file based on the filename, but it does not properly prevent that filename from identifying a link or shortcut that resolves to an unintended resource. Impacted is integrity.
The weakness was presented 12/09/2014 by Gernot Leitgab as TYPO3-CORE-SA-2014-003 as confirmed advisory (Website). The advisory is available at typo3.org. This vulnerability is handled as CVE-2014-9508 since 01/04/2015. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are known, but there is no available exploit. The advisory points out:
A request URL with arbitrary arguments, but still pointing to the home page of a TYPO3 installation can be cached if the configuration option config.prefixLocalAnchors is used with the values "all" or "cached". The impact of this vulnerability is that unfamiliar looking links to the home page can end up in the cache, which leads to a reload of the page in the browser when section links are followed by web page visitors, instead of just directly jumping to the requested section of the page. TYPO3 versions 4.6.x and higher are only affected if the homepage is not a shortcut to a different page.
The vulnerability scanner Nessus provides a plugin with the ID 93213 (openSUSE Security Update : typo3-cms-4_5 (openSUSE-2016-1022)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family SuSE Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 169132 (OpenSuSE Security Update for typo3-cms-4_5 (openSUSE-SU-2016:2169-1)).

Removing the configuration options config.prefixLocalAnchors (and optionally also config.baseUrl) in favor of config.absRefPrefix
