lib/setup.php in Moodle through 2.4.11, 2.5.x before 2.5.9, 2.6.x before 2.6.6, and 2.7.x before 2.7.3 does not provide charset information in HTTP headers, which might allow remote attackers to conduct cross-site scripting (XSS) attacks via UTF-7 characters during interaction with AJAX scripts.

The weakness was released 11/24/2014 by SkOd as confirmed git commit (GIT Repository). The advisory is shared for download at git.moodle.org. This vulnerability was named CVE-2014-9059 since 11/24/2014. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Successful exploitation requires user interaction by the victim. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1059.007.
