The CWE definition for the vulnerability is CWE-16. As an impact it is known to affect integrity. CVE summarizes:
Microsoft Internet Explorer 8 and 9, when the Proxy Settings configuration has the same Proxy address and Port values in the HTTP and Secure rows, does not ensure that the SSL lock icon is consistent with the Address bar, which makes it easier for remote attackers to spoof web sites via a crafted HTML document that triggers many HTTPS requests to an arbitrary host, followed by an HTTPS request to a trusted host and then an HTTP request to an untrusted host, a related issue to CVE-2013-1450.
The issue has been introduced in 03/05/2008. The weakness was published 01/27/2013 by Christian Haider as 57641 as not defined advisory (Bugtraq). The advisory is available at securityfocus.com. The vendor was not involved in the coordination of the public release. This vulnerability was named CVE-2013-1451 since 01/28/2013. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Successful exploitation requires user interaction by the victim. Technical details are unknown but a public exploit is available. This vulnerability is assigned to T1592.004 by the MITRE ATT&CK project.
A public exploit has been developed by Christian Haider and been published immediately after the advisory. It is possible to download the exploit at pastebin.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 1789 days. During that time the estimated underground price was around $25k-$100k.
