A vulnerability was found in Moodle up to 2.5.9/2.6.6/2.7.3/2.8.1 (Learning Management Software) and classified as critical. files/externallib.php in Moodle through 2.5.9, 2.6.x before 2.6.11, 2.7.x before 2.7.8, and 2.8.x before 2.8.6 does not consider the moodle/user:manageownfiles capability before approving a private-file upload, which allows remote authenticated users to bypass intended file-management restrictions by using web services to perform uploads after this capability has been revoked.
The weakness was shared 06/01/2015 (Website). It is possible to read the advisory at moodle.org. The identification of this vulnerability is CVE-2015-3181 since 04/10/2015. The attack may be initiated remotely. A simple authentication is necessary for exploitation. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 124077 (Fedora Security Update for moodle (FEDORA-2015-14988)).
Upgrading to version 2.6.7, 2.7.4 or 2.8.2 eliminates this vulnerability.
