RubyGems 2.0.x before 2.0.16, 2.2.x before 2.2.4, and 2.4.x before 2.4.7 does not validate the hostname when fetching gems or making API request, which allows remote attackers to redirect requests to arbitrary domains via a crafted DNS SRV record, aka a "DNS hijack attack."
The weakness was shared 06/24/2015 by Jonathan Claudius (Website). The advisory is shared at blog.rubygems.org. This vulnerability is known as CVE-2015-3900 since 05/12/2015. The exploitation appears to be difficult. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1211 for this issue.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 350155 (Amazon Linux Security Advisory for ruby20: ALAS-2015-547).
Upgrading to version 2.0.16, 2.2.4 or 2.4.7 eliminates this vulnerability.
