ext/soap/soap.c in PHP before 5.3.22 and 5.4.x before 5.4.13 does not validate the relationship between the soap.wsdl_cache_dir directive and the open_basedir directive, which allows remote attackers to bypass intended access restrictions by triggering the creation of cached SOAP WSDL files in an arbitrary directory.

The weakness was presented 03/05/2013 by Moritz Muehlenhoff as 702221 as not defined mailinglist post (Maillist). The advisory is shared at bugs.debian.org. The public release was coordinated in cooperation with the project team. This vulnerability is uniquely identified as CVE-2013-1635 since 02/07/2013. The exploitability is told to be easy. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 69294 (SuSE 11.2 Security Update : PHP5 (SAT Patch Number 8086)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family SuSE Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 166451 (OpenSuSE Security Update for php5 (openSUSE-SU-2013:1244-1)).

Upgrading to version 5.4.13 eliminates this vulnerability. The upgrade is hosted for download at git.php.net. Applying a patch is able to eliminate this problem. The bugfix is ready for download at git.php.net. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published before and not just after the disclosure of the vulnerability.
