This vulnerability is known as CVE-2015-8341 since 11/25/2015. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. The technical details are unknown and an exploit is not publicly available. The advisory points out:

For toolstacks which manage multiple domains within the same process, an attacker who is able to repeatedly start a suitable domain (or many such domains) can cause an out-of-memory condition in the toolstack process, leading to a denial of service. Under the same circumstances an attacker can also cause files to accumulate on the toolstack domain filesystem (usually under /var in dom0) used to temporarily store the kernel and initial ramdisk, perhaps leading to a denial of service against arbitrary other services using that filesystem.

The vulnerability scanner Nessus provides a plugin with the ID 87745 (FreeBSD : xen-tools -- libxl leak of pv kernel and initrd on error (5d1d4473-b40d-11e5-9728-002590263bf5)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family FreeBSD Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 168293 (SUSE Enterprise Linux Security update for xen (SUSE-SU-2015:2326-1)).

Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at Tenable (87745), SecurityFocus (BID 79036†), SecurityTracker (ID 1034389†) and Vulnerability Center (SBV-55329†).
