NTP before 4.2.8p9 rate limits responses received from the configured sources when rate limiting for all associations is enabled, which allows remote attackers to cause a denial of service (prevent responses from the sources) by sending responses with a spoofed source address.

The bug was discovered 11/21/2016. The weakness was disclosed 01/13/2017 by Miroslav Lichvar with Red Hat (Website). The advisory is shared at nwtime.org. This vulnerability is known as CVE-2016-7426 since 09/09/2016. The attack can be launched remotely. The exploitation doesn't need any form of authentication.
