Details
A vulnerability classified as problematic has been found in ntpd up to 4.2.8p8 (Network Management Software). This affects an unknown function of the component Broadcast Packet Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. This is going to have an impact on availability. The summary by CVE is:
ntpd in NTP before 4.2.8p9 allows remote attackers to cause a denial of service (reject broadcast mode packets) via the poll interval in a broadcast packet.
The bug was discovered 11/21/2016. The weakness was shared 01/13/2017 by Matt with Cisco (Website). It is possible to read the advisory at nwtime.org. This vulnerability is uniquely identified as CVE-2016-7428 since 09/09/2016. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1499 according to MITRE ATT&CK.
The vulnerability was handled as a non-public zero-day exploit for at least 28 days. During that time the estimated underground price was around $5k-$25k.
