It is possible to read the advisory at seclists.org. The vendor was not involved in the public release. The exploitation appears to be difficult. Attacking locally is a requirement. The successful exploitation requires a single authentication. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK. The advisory points out:

Multiple critical vulnerabilities were identified in Veritas NetBackup and NetBackup appliance. The vulnerabilities were discovered during a black box security assessment and therefore the vulnerability list should not be considered exhaustive.

The vulnerability was handled as a non-public zero-day exploit for at least 92 days. During that time the estimated underground price was around $0-$5k.

Upgrading to version 8.0 eliminates this vulnerability. The mailinglist post contains the following remark:

The target date for patches that fix these issues is 29th September, 2017.
