This vulnerability was named CVE-2016-0751 since 12/16/2015. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. The technical details are unknown and an exploit is not available. The advisory points out:
A crafted request may cause a global cache to grow indefinitely, leading to a denial-of-service. This was addressed by not caching unknown MIME types.
The vulnerability was handled as a non-public zero-day exploit for at least 9 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 88532 (FreeBSD : rails -- multiple vulnerabilities (bb0ef21d-0e1b-461b-bc3d-9cba39948888)), which helps to determine the existence of the flaw in a target environment. The commercial vulnerability scanner Qualys is able to test this issue with plugin 124810 (Fedora Security Update for rubygem-actionpack (FEDORA-2016-94e71ee673)).
Upgrading to version 5.3 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
