Cisco IOS XR ICMP timeout=0 memory corruption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Cisco IOS XR (Router Operating System) (unknown version). It has been classified as problematic. Affected is an unknown code block of the component ICMP Handler. The manipulation of the argument timeout=0 as part of a ICMP Echo Packet leads to a memory corruption vulnerability. CWE is classifying the issue as CWE-119. The product performs operations on a memory buffer, but it can read from or write to a memory location that is outside of the intended boundary of the buffer. This is going to have an impact on availability. CVE summarizes:

Cisco IOS XR allows local users to cause a denial of service (Silicon Packet Processor memory corruption, improper mutex handling, and device reload) by starting an outbound flood of large ICMP Echo Request packets and stopping this with a CTRL-C sequence, aka Bug ID CSCui60347.

The weakness was shared 08/12/2013 with Cisco as CSCui60347 as confirmed advisory (Website). The advisory is shared for download at tools.cisco.com. This vulnerability is traded as CVE-2013-3464 since 05/06/2013. The attack needs to be approached locally. The requirement for exploitation is a authentication. Technical details and a public exploit are known.

After immediately, there has been an exploit disclosed. It is declared as proof-of-concept. As 0-day the estimated underground price was around $5k-$25k.

It is possible to mitigate the weakness by firewalling ICMP.

The vulnerability is also documented in the databases at X-Force (86385), SecurityFocus (BID 61761†) and OSVDB (96175†). Once again VulDB remains the best source for vulnerability data.
