The TIFFReadDirEntryArray function in tif_read.c in LibTIFF 4.0.8 mishandles memory allocation for short files, which allows remote attackers to cause a denial of service (allocation failure and application crash) in the TIFFFetchStripThing function in tif_dirread.c during a tiff2pdf invocation.

The bug was discovered 08/06/2017. The weakness was presented 08/18/2017 as Bug 2725 as confirmed bug report (Bugzilla). The advisory is shared for download at bugzilla.maptools.org. This vulnerability is traded as CVE-2017-12944 since 08/18/2017. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are known technical details, but no exploit is available.

The vulnerability was handled as a non-public zero-day exploit for at least 12 days. During that time the estimated underground price was around $0-$5k. Upgrading eliminates this vulnerability. A possible mitigation has been published 4 weeks after the disclosure of the vulnerability.
