The TLS protocol 1.1 and 1.2 and the DTLS protocol 1.0 and 1.2, as used in OpenSSL, OpenJDK, PolarSSL, and other products, do not properly consider timing side-channel attacks on a MAC check requirement during the processing of malformed CBC padding, which allows remote attackers to conduct distinguishing attacks and plaintext-recovery attacks via statistical analysis of timing data for crafted packets, aka the "Lucky Thirteen" issue.

The weakness was disclosed 10/15/2013 as Oracle Critical Patch Update Advisory - October 2013 as confirmed advisory (Website). The advisory is shared for download at oracle.com. This vulnerability is handled as CVE-2013-0169 since 12/06/2012. The exploitation is known to be difficult. The attack may be launched remotely. No form of authentication is required for exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1600.

The vulnerability scanner Nessus provides a plugin with the ID 74906 (openSUSE Security Update : java-1_6_0-openjdk (openSUSE-SU-2013:0375-1)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family SuSE Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 123974 (IBM WebSphere Application Server Multiple Vulnerabilities (swg21644047)).

Upgrading eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
