url_check_format in include/functions.inc.php in Piwigo before 2.8.3 allows remote attackers to bypass intended access restrictions via a URL that contains a " character, or a URL beginning with a substring other than the http:// or https:// substring.

The bug was discovered 11/17/2016. The weakness was released 10/10/2017 (Website). The advisory is shared at piwigo.org. The identification of this vulnerability is CVE-2016-10514 since 10/10/2017. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.
