The commercial vulnerability scanner Qualys is able to test this issue with plugin 170533 (OpenSUSE Security Update for tcpdump (openSUSE-SU-2017:2875-1)).
Upgrading to version 10.13.1 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
