The PSFTPd 10.0.4 Build 729 server stores its configuration inside PSFTPd.dat. This file is a Microsoft Access Database and can be extracted. The application sets the encrypt flag with the password "ITsILLEGAL"; however, this password is not required to extract the data. Cleartext is used for a user password.

The bug was discovered 11/10/2017. The weakness was shared 11/15/2017 as not defined posting (Bugtraq). The advisory is shared at securityfocus.com. This vulnerability is known as CVE-2017-15272 since 10/11/2017. An attack has to be approached locally. The requirement for exploitation is a single authentication. Technical details and also a public exploit are known. MITRE ATT&CK project uses the attack technique T1552 for this issue.
