The Winsock WSAIoctl API in Microsoft Windows Server 2008, as used in ISC BIND 9.6-ESV before 9.6-ESV-R10-P1, 9.8 before 9.8.6-P1, 9.9 before 9.9.4-P1, 9.9.3-S1, 9.9.4-S1, and other products, does not properly support the SIO_GET_INTERFACE_LIST command for netmask 255.255.255.255, which allows remote attackers to bypass intended IP address restrictions by leveraging misinterpretation of this netmask as a 0.0.0.0 netmask.

The weakness was shared 11/06/2013 as bind: localnets ACL bypass caused by WinSock API bug as confirmed advisory (Website). The advisory is shared for download at kb.isc.org. The vendor cooperated in the coordination of the public release. The advisory contains:

On some Microsoft Windows systems, a network interface that has an "all ones" IPv4 subnet mask (255.255.255.255) will be incorrectly reported (by the Winsock WSAIoctl API) as an all zeros value (0.0.0.0). Because interfaces' netmasks are used to compute the broadcast domain for each interface during construction of the built-in "localnets" ACL, an all zeroes netmask can cause matches on any IPv4 address, permitting unexpected access to any BIND feature configured to allow access to "localnets".
This vulnerability was named CVE-2013-6230 since 10/21/2013. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1068.

The vulnerability scanner Nessus provides a plugin with the ID 70889 (ISC BIND 9 localnets ACL Security Bypass), which helps to determine the existence of the flaw in a target environment. It is assigned to the family DNS and relying on port 53.

Upgrading to version 9.6-ESV-R10-P1, 9.8.6-P1 or 9.9.4-P1 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
