The advisory is shared at portal.msrc.microsoft.com. This vulnerability is known as CVE-2018-0793 since 12/01/2017. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1068 for this issue. The advisory points out:

A remote code execution vulnerability exists in the way that Microsoft Outlook parses specially crafted email messages. An attacker who successfully exploited the vulnerability could take control of an affected system. An attacker could then install programs; view, change, or delete data; or create new accounts with full user rights.

The vulnerability scanner Nessus provides a plugin with the ID 105728 (Security Updates for Microsoft Office Products (January 2018)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins and running in the context local. The commercial vulnerability scanner Qualys is able to test this issue with plugin 110310 (Microsoft Office and Microsoft Office Services and Web Apps Security Update January 2018).

Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
