A stack buffer overflow in NumberingSystem in International Components for Unicode (ICU) for C/C++ before 60.2, as used in V8 in Google Chrome prior to 62.0.3202.75 and other products, allowed a remote attacker to potentially exploit heap corruption via a crafted HTML page.

The bug was discovered 10/26/2017. The weakness was presented 08/28/2018 (Website). It is possible to read the advisory at bugs.icu-project.org. This vulnerability is uniquely identified as CVE-2017-15396 since 10/17/2017. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. The technical details are unknown and an exploit is not publicly available.

The vulnerability was handled as a non-public zero-day exploit for at least 2 days. During that time the estimated underground price was around $0-$5k. The vulnerability scanner Nessus provides a plugin with the ID 104244 (openSUSE Security Update : chromium (openSUSE-2017-1221)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family SuSE Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 170543 (OpenSUSE Security Update for chromium (openSUSE-SU-2017:2902-1)).

Upgrading to version 60.2 eliminates this vulnerability. A possible mitigation has been published before and not just after the disclosure of the vulnerability.
