A vulnerability classified as problematic has been found in Apache Tomcat up to 8.5.37/9.0.14 (Application Server Software). Affected is an unknown part of the component HTTP2 Handler. The HTTP/2 implementation in Apache Tomcat 9.0.0.M1 to 9.0.14 and 8.5.0 to 8.5.37 accepted streams with excessive numbers of SETTINGS frames and also permitted clients to keep streams open without reading/writing request/response data. By keeping streams open for requests that utilised the Servlet API's blocking I/O, clients were able to cause server-side threads to block eventually leading to thread exhaustion and a DoS.
The bug was discovered 03/25/2019. The weakness was published 04/10/2019 by Michal Karm Babacek (Mailing List). The advisory is available at lists.apache.org. The public release has been coordinated with the vendor. This vulnerability is traded as CVE-2019-0199 since 11/14/2018. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. The technical details are unknown and an exploit is not available. This vulnerability is assigned to T1499 by the MITRE ATT&CK project. The advisory points out:

The vulnerability was handled as a non-public zero-day exploit for at least 16 days. During that time the estimated underground price was around $5k-$25k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 351573 (Amazon Linux Security Advisory for tomcat8: ALAS-2019-1208).
Upgrading to version 8.5.38, 9.0.15 or 9.0.16 eliminates this vulnerability.
