An issue was discovered in Plataformatec Devise before 4.7.1. It confirms accounts upon receiving a request with a blank confirmation_token, if a database record has a blank value in the confirmation_token column. (However, there is no scenario within Devise itself in which such database records would exist.)

The weakness was presented 09/08/2019. This vulnerability is handled as CVE-2019-16109 since 09/08/2019. The exploitation is known to be difficult. The attack may be launched remotely. No form of authentication is required for exploitation. The technical details are unknown and an exploit is not available.

The real existence of this vulnerability is still doubted at the moment.

Upgrading to version 4.7.1 eliminates this vulnerability.
